Why should the VPRI be included in agreements and contracts? Of course, not all agreements are successful. In fact, many fail and the costs can be devastating. History is littered with examples that have deprived projects of potential, people of success and businesses of future prosperity. The other option for continuous improvement and innovation is generally a Master Service Agreement clause that requires the service provider to submit three to five ideas each year to improve services and technology or save money. Since these ideas may result in a reduction in the fee for the service provider, these clauses are generally supported by gainshare clauses. This means that if there is a significant reduction in rates, a structured program will allow the service provider to reap some of the financial benefits for a period following the implementation of the idea. Continuous improvement and innovation are a way of thinking that can only thrive in a well-managed relationship. Governance excellence is essential – and we find that clients who focus on structure and process in their relationships can not only realize the benefits of continuous improvement and innovation, but also bring other benefits: frictions between the two teams are greatly reduced, problems are resolved in an orderly manner, and the management chain knows exactly what is happening in the service relationship. Although 50% of hospitals have some experience with innovative agreements, we found that acceptance and preference for innovative hospital agreements are limited (see Chart 3). Innovative agreements do not meet their needs. For Dutch hospitals, “they do not correspond to their needs”: any form of research with an external partner would require an agreement or a contract. The Department of Research and Innovation (VPRI) manages funded and unfunded research agreements to ensure that all research activities conducted at the University of Toronto (U of T) comply with university guidelines. There are public, private and not-for-profit organizations that provide research funds to Principal Investigators (PIs) through legal agreements. In all cases, agreements must be negotiated and executed by designated collaborators in the Department of Vice-President Research and Innovation (VPRI). The challenge is to find new ways to pricing and awarding innovative drug contracts, particularly in oncology and rare diseases, that benefit health outcomes, innovation and sustainability of the health system, while meeting the direct needs of stakeholders. When do I need an agreement or a treaty on research and innovation? Continuous improvement and innovation are creative conditions; Ideas don`t just come out of the air as part of service delivery.
